Exceptional Family Member Program (EFMP)
What is the EFMP?
The Exceptional Family Member Program, is a mandatory enrollment program that works with other Military and civilian agencies to provide comprehensive and coordinated medical, educational, housing, community support, and personal services to Family Members with special needs. The Exceptional Family Member Program is governed by Army Regulation, AR 608-75 and DODI 1315.19. It is designed to assist active-duty personnel with Exceptional Family Members (EFMs) who have special physical, emotional, developmental, or intellectual needs during assignments/reassignments. Enrollment is based upon the individual medical and educational requirements of DEERS enrolled Family members of active-duty Military personnel. Each service branch has their own enrollment processes.
Who qualifies as an Exceptional Family member?
An Exceptional Family Member is a dependent, regardless of age, that requires medical services for a chronic condition; receives ongoing services from a specialist, has behavioral health concerns /social problems/ psychological needs; receives education services provided on an Individual Education Program (IEP), or a Family member receiving services provided on an Individual Family Services Plan (IFSP).
Enterprise EFMP
The Army EFMP has transitioned to using the Enterprise Exceptional Family Member Program (E-EFMP) to process all EFMP and Family Member Travel screenings. All EFMP actions medical and educational enrollments are now performed online. To start a package, check package status or to check the date of EFMP enrollment expiration, please logon to our Enterprise EFMP System (E-EFMP). Family Member Travel Screening (Army Service Members ONLY)
Soldiers must initiate the FMTS process on the E-EFMP website.
Once an FMTS package is received by the EFMP office in E-EFMP, the family will be contacted within 72 business hours to provide additional instructions.

Navy EFMP
The Navy Family Accountability and Assessment System (NFAAS) maintain the electronic EFMP documentation and provides capabilities for non-medical case management by an assigned EFMP case liaison. NFAAS also allows the service members to track the status of the exceptional family member’s enrollment, updates, and disenrollment. After submission of EFMP forms to case liaison or MTF coordinator, documents are uploaded to NFAAS. The Central Screening Committee, who are a panel of healthcare professionals, will review and make enrollment determinations on Level of Need and priority placement on the Navy Housing waitlist. Navy Personnel Command then finalizes the enrollment and updates the service member’s detailing record to ensure that service members are assigned to geographic areas suitable for their exceptional family members. Every effort is made to match the sponsor’s career path with the needs of the family.
